Awards: Guidelines and Selection Procedure - Doyle Award

DOYLE AWARD GUIDELINES

 

   OBJECTIVES: To annually commemorate and perpetuate the ideals of Richard F. Doyle, an outstanding officer and the first president of this Association.

            To recognize and honor Federal Probation and Pretrial Services Officers who, through their own initiative, have made outstanding and significant contributions to their profession.

            To recognize and encourage developments which would enhance the effectiveness of the Federal Probation and Pretrial Services System in the field of corrections.

            To acquaint the public with the work being accomplished in the Federal Probation and Pretrial Services System.

 

   GENERAL:  The award shall be made to the Federal Probation or Pretrial Services Officer who has made the most significant achievement in, or contribution to, the Federal Probation & Pretrial Services System or the broader field of corrections.  The accomplishemnet on which the presentation of the award is based need not have occurred in a single year or in the year in which the award is presented.  The accomplishment may result from the dissemination of public information relating to work, from a study made, article written, innovation developed or other significant and outstanding work.

 

   ELIGIBILITY:  Any Federal Probation or Pretrial Services Officer shall be eligible to receive the award except that no member of the FPPOA Board shall be eligible to receive the award until at least one year from the expiration of his/her term of office.  Recipients of Regional Line Officer Awards for the year in question automatically become nominated for the Doyle Award.  An officer who is not selected for the Doyle Award  may be re-nominated in any subsequent year.  Those nominated shall have demonstrated effective leadership in furthering professional standards and exhibited a sincere belief in and support of the principles and objectives of the FPPOA.

 

   NOMINATIONS:  Nominations open May 1 of each year and may be made by anyone having knowledge of the contribution or achievement on which the nomination is based.  Nominations shall be in writing and sent no later than September 1 to the Award Committee Chair.  They shall be typed in letter or memorandum form and shall not exceed ten pages in length.  The nomination shall include a description of the nominee’s achievement or contribution pointing up its significance and value.  They shall contain tyhe following topographical headings: (1) General Qualifications.  This section should reflect academic and professional background information and indicate the dates of Federal probation/pretrial service; (2) Accomplishments.  This section shall include the specific basis for the nomination; (3) Supporting documents.  There should be a list of any attached documents or exhibits.  The number of such attachments should be limited to six and should be presented in summary format; (4) Remarks.  A summation of the material submitted and reasons for the nomination.

 

   METHOD OF SELECTION:  Once all nominations are in the hands of the Chairperson, they will be copied and distributed to the members of the FPPOA Executive Board for evaluation, rating and selection at the Fall Executive Board Meeting.

 

   PRESENTATION:  A letter from the President of the FPPOA will be sent to the Chief Judge of the recipient’s district.  The letter will announce the winner and request the Court to present a plaque or other trophy to the recipient in a manner deemed appropriate.  Copies of the letter will go to: the recipient; his/her Chief Probation/Pretrial Services Officer; Chair, Judicial Conference Committee on Criminal Law; Chief, Federal Corrections and Supervision Division; and the Director, Administrative Office of the U.S. Courts.  The plaque or other trophy will be purchased by the Awards Committee Chair with Association funds and mailed under separate cover to the Chief Judge of the recipient’s court.

 

   PUBLICITY: The Editor of The Connection will publicize the Doyle Award Guidelines, encourage nominations and publicize recipients in the newsletter.  The recipient’s FPPOA Regional President will send a news release to the appropriate hometown newspaper.

 

 

RICHARD F. DOYLE AWARD SELECTION PROCEDURE

 

This procedure is meant to be an internal operating document, providing guidance to the Executive Board in selecting a recipient of the Doyle Award.  It is a supplement to the Doyle Award Guidelines. These Guidelines will be published annually in the FPPOA newsletter in the January-March issue.  Submissions received following the announcement will be considered at the Fall Executive Board Meeting in the same year.  All recipients of the Regional Line Officer of the Year Award for the preceding year will also be considered as nominees for the Doyle Award.

 

1. Quorum

 

            The Constitutional quorum for holding Executive Board meetings is required for the Doyle Award selection.

 

2. Executive Session

 

            The meeting will be called into closed Executive Session , with Executive Board members present only.  All discussions are confidential, and no minutes will be taken, save for the recording of the recipient’s name.   All materials relating to the unsuccessful candidates will be destroyed, and their names will not be disclosed.

 

3. Voting

 

            (a) All Board members shall have one vote.  No vote may be cast by proxy.

            (b) Votes will be taken by a secret ballot.  A simple majority will be sufficient to select the recipient.  If no candidate is selected on the first ballot, the Board members may, if they choose, remove from consideration those candidates who received no votes.

            (c) The vote counts will not be published and all ballots will be destroyed at the conclusion of the session.

 

4. Selection Process

 

            The confidentiality measures are meant to insure open and frank discussion of the nominees.  Nothing in this procedure, however, requires the Executive Board to select a recipient each year if no nominee meets those award standards which are contained in the Doyle Award Guidelines.

 

5.  Disclosure of Procedure

 

            This procedure is available to inquirers on request.
