Charles L. Chute Award
Charles Lionel Chute (1882-1953) was a founder and executive director of the National Probation Association. In that capacity, he led the ten-year effort to secure passage of the Federal Probation Act of 1925. Chute received his BA degree from Oberlin College, and graduate degrees in social work from the New York School of Social Work and sociology from Columbia University. He was responsible for writing the legislation for the establishment of numerous juvenile courts and local probation systems. During his career, he was a field agent for the National Child Labor Committee in New York, executive secretary of the Pennsylvania Child Labor Association and executive secretary of the New York State Probation Commission. Leaving the latter commission in 1921, he worked solely for the National Probation Association (whose name changed in 1947 to the National Probation and Parole Association following the merger with the American Parole Association).
