CONSTITUTION AND BYLAWS OF THE

CENTRAL STATES FEDERAL PROBATION OFFICERS' ASSOCIATION

PREAMBLE

We, the Federal Probation Officers of the Central States of these United States of America resolved and organized to promote more perfect union and professional standards in the functions of Probation and Parole work among ourselves and those to whom we administer social treatment with a view of equality and justice for all, do form THE CENTRAL STATES FEDERAL PROBATION OFFICERS' ASSOCIATION.

ARTICLE I NAME

The name of this organization shall be THE CENTRAL STATES FEDERAL PROBATION OFFICERS' ASSOCIATION.

ARTICLE II ORGANIZATION

The association shall consist of the Judicial Districts of the following states: NORTH DAKOTA, SOUTH DAKOTA, MINNESOTA, IOWA, NEBRASKA, KANSAS, MISSOURI, ARKANSAS, OKLAHOMA, LOUISIANA TEXAS, M'D l'\'EW MEXICO.

ARTICLE III OBJECTIVES

1. To support the objectives of the Federal Probation Officers Association.

2. The maintenance of high ethical and moral standards.

3. Create an awareness of probation, parole, corrections and treatment, and instill professional     pride in the members.

4. Improve interoffice relationships through courtesy, consideration, promptness and humility.

Cooperate in full with the Administrative Office, Courts, Institutions and Government agencies.

ARTICLE IV MEMBERSHIP AND DUES

Section 1 - Membership: The membership in this Association shall be composed of United States Probation Officers with official headquarters in the judicial districts enumerated above.

Section 2 – Dues: If needed, shall be inaugurated by the Or­ganization.

Section 3 - Voting: Each active member in good standing shall be entitled to one vote.

Section 4 - Quorum: A quorum shall consist of representatives in attendance at a meeting of the Association from a majority of the judicial Districts comprising this Association.

ARTICLE V OFFICERS AND DUTIES

1. Election. The members shall elect from their number the following officers to serve for a term of three (3) years, a president, a vice-president, a secretary and a treasurer who together shall comprise the Regional Board. Balloting shall be by mail ballot. Said President shall also be known as Regional Vice President and serve as Regional Representative to the Na­tional Executive Board.

2. Nominations of candidates. As soon as practicable, the in­cumbent president shall appoint a nominating committee of not less than three nor more than five members to nominate candidates to fill the above offices. They shall make their written report to the incumbent president. Following the report of the nomina­ting committee, nominations may also be made by members on a space provided on each ballot for a write-in candidate for each office. Any candidate nominated is required to have indicated his willing­ness to serve to the person nominating him.

3. Duties of officers.

(a) The president shall act as the presiding officer at all meetings of the association or Regional Board.

(b) The president shall appoint such special committee as he or the Regional Board shall deem necessary or proper in order to accomplish the purposes of the association.

(c) The president shall serve as an ex-officio member of all such committees and exercise general executive powers as necessary or proper.

(6) The president shall also be known as Regional Vice-­President and serve as Regional Representative to the National Executive Board.

(e) The vice-president, in addition to his duties as a member of the Regional Board, shall act in the stead of the president in case that party is absent or unable to serve and shall succeed to the presidency in the event of the death of the president or his leaving the United States Probation service or this area thereof.

(f) The secretary shall keep the minutes of all meetings of both the association and the Regional Board and carry on the necessary correspondence, as well as all non­fiscal records of the Region, and keep the membership advised of the actions of the Regional Board.

(g) The treasurer shall have custody of the funds of the association, if any there be, and shall account for the receipt and disbursement thereof to the president upon his request. The Treasurer shall be responsible for the maintaining of the membership list.

(h) The President shall attend all regular and called meetings of the FPOA National Executive Board and act as liaison between FPOA National Executive Board and the Central States Federal Probation Officers' Association.

 

ARTICLE VI MEETINGS

Regular business meetings of the Association shall be held in con­junction with Central States Federal Probation Officers Training Seminars or meetings arranged by the Administrative Office of the United States Courts.

 

ARTICLE VII ORDER OF BUSINESS

At all regular meetings the recommended order of business shall be as follows:

  1. Reading of minutes.
  2. Treasurer's report.
  3. Report of committees.
  4. Communications.
  5. Unfinished business.
  6. New business.
  7. Election of officers.
  8. Appointment of committees.
  9. Adjournment.
ARTICLE VIII AMENDMENTS

1. This constitution and bylaws may be amended by a two-thirds vote of the members of the Association either during a regular business meeting or by mail ballot. The mail ballot will be sent to the incumbent president.

2. The proposed amendment shall have been submitted in writing to each voting member at least fifteen days before action is to be taken.

ARTICLE IX ADOPTION

This Constitution and bylaws shall become effective upon ratifi­cation by two-thirds of the votes from the duly qualified voters of the organization. The voting shall be by mail ballot and sent to the incumbent president for counting.
