MINUTES SPECIAL MEETING EXECUTIVE BOARD - JUNE 25, 1956. CONFERENCE ROOM, SUPREME COURT BUILDING, WASHINGTON, D.C.

PURPOSE: This meeting was called by President Doyle following a day long conference by the assembled Officers brought to Washington for the purpose of discussing standards, qualifications and job definitions for Supervising Probation Officers.

 

PROCEEDINGS: President Doyle made a verbal report on progress since the last special meeting which was held in Cincinnati, Ohio, November 11, 19550 Since that meeting~ the Congressional COT.1ffiittees and the Congress have approved and voted and the President has approved an appropriations bill for fiscal 1957 which permits re­classification of U.S. Probation Officers and Chief U.S. Probation Officers into higher salary brackets and will permit the addition of approximately 90 Probation Officers and 90 Clerk-Stenographers to the field staffs. After July 1, 1956 the starting salary for

U .So Probation Officers will be $5440.00 per year. This will permit U.S. Probation Officers to advance through GS-9, 10 and 11 to a maximum of $7465.00 in 13 1/2 years. The appropriations bill also provides for Supervising Probation Officers in those offices where there are six or more field officers to begin in GS-12 at a salary of $7570.00 per year, and to be allocated at the rate of one supervising officer for each six field officers. The re-classification also provides for Deputy Chief Probation Officers to begin at GS-13 at a salary of $8990.00 per year, and for Chief Probation Officers in metropolitan areas in grade GS-14 at a beginning salary of $10320.00 per year. President Doyle felt the Administrative Office staff and especially Mr. Sharp and Mr. Chandler should be complimented and thanked for the effective manner in which they had presented the cause of the Federal Probation Officers to the Congressional Committees.

President Doyle reported that current membership of the FPOA stands at 339 out of possible membership of 375 to 800 He considered this a good showing. There was some discussion at this point regarding the benefits of FPOA. Mr. Jordan, CPO, Birmingham, Ala. not heretofore a member stated, "1 am convinced. I don’t want to benefit by something 1 am not a part of." He agreed to permit quotation of this comment for the purpose of urging others not yet members to join.

President Doyle requested that all members of the Executive Board be present in his room on the night of June 26, 1956 (room at the Hotel Continental, Washington, D.C.) for another special meeting to discuss topics:

  1. Chicago Staff - need for additional professional personnel to conduct the training school.
  2. Gifts to FPOA from members or non-members.
  3. Need for Area Supervisors.
  4. Appointment of Nominating Committee.
  5. Discussion of the proposed FPOA Brochure.

 

All Chief Probation Officers present attending the Administrative Office Conference were invited also to attend the FPOA Executive Board meeting on June 26th, if they so desired.

MINUTES SPECIAL EXECUTIVE BOARD MEETING - JUNE 26, 1956 ROOM 240, HOTEL CONTINENTAL, WASHINGTON, D.C.

PRESENT: ALL MEIVIBERS OF EXECUTIVE BOARD (See Minutes 6/25/56)

It was agreed that the minutes of the special meeting of November 11, 1955 would not be read as all members of the Executive Board had received a copy through the mail.

 

TREASURER'S REPORT: Secy-Treas. Sayler reported that the FPOA bank balance stands at $673473, with all current bills paid. The Treasurer called for bill so President Doyle submitted a bill for $10.69 to cover long distance telephone calls charged to his personal account. This was paid. Executive Vice-Pres. Claude Goza stated that during the past winter, USPO Joe B. Martin of his office had made a special trip to see Mr. Prince Preston, member of Congress at Savannah, Georgia in connection with FPOA business Mr. Goza recommended that the FPOA reimburse Mr. Martin $30.00 for the expenses of the trip. This was passed by unanimous vote and a check for $30.00 was drawn to Mr. Martin and given to Mr. Goza to deliver.

 

COMMITTEE REPORTS: Mr. Calvin Meador, Vice-Pres. representing the Western Area and Chairman of the Economic Committee reported on his activities since the last meeting.

Mr. Drexel Martin, Vice-Pres. from the SW/Area and Chairman of the Legislative Committee reported on the activities of his Committee and recommended the renewal of the subscription to the Federal Employees News Digest.

Mr. William Co Nau, CPO from Greenville, South Carolina, Vice-Pres. SE/Area and Chairman of the Professional Committee reported that his Committee has been working very hard to prepare a brochure or pamphlet which will set forth the professional principles of the FPOA. Mr. Nau had with him copies of a draft of this pamphlet which he passed around for discussion. The Board members present recommended certain changes.

Mr. Nau reported that the Administrative Office was very much in­terested in this proposed statement of principles and had offered to print the brochure when it was in its final form. The Board agreed to accept this offer, unanimously.

There is a proposal now being considered to include the minimum standards for appointment of a U.S. Probation Officer in the Federal Probation Act. The standards as now promulgated are simply the result of a resolution of the Judicial Conference. It was agreed that the FPOA should favor the inclusion of the minimum personnel standards as a part of the Federal Probation Act.


There was a general discussion regarding the part various U.S. P.O.'s and members of the FPOA Executive Board had played in speaking before the various Circuit Judicial Conferences, in writing to or talking with Judges and so on. Mr. Sayler reported that U.S. District Judge Lawrence Walsh, SDNY is now the junior member on the Judicial Conference of the United States Committee on Supporting Personnel. This is headed by Circuit Judge Biggs~ Several members of the Board felt that there should be a closer interchange of ideas between the Judges and the Probation Officers, and it was recommended that Mr. Sayler speak to Judge Walsh regarding this.

ELECTIONS: The two year term of the present Board expires

December 31, 19560 It will be necessary to hold a general election. The Board recommended to Mr. Sayler that a News-Letter go out covering the subject of the election and inviting nominations for Officers. As the Constitution requires that the Area Vice-Presidents act as the nominating committee for the National Officers, this matter was turned over to the five Area Vice-Presidents for con­sideration.

UNFINISHED BUSINESS: As there has been some talk about the need for increasing dues in order to have a pad in the FPOA Treasury to care for contingencies, this matter was discussed. It was felt unwise to suggest an increase of dues at this time and the matter was tabled.

One of the principles of the FPOA is to raise performance standards of U.S. Probation Officers over the Country. The Board recommended to Mr. Sayler as the editor of the News-Letter that improved professional performance be kept as a foremost objective in the News-Letter write-ups. It was pointed out that the U.S. Senate Sub-Committee on Appropriations for the Judiciary has specifically requested the Administrative Office to prepare reports showing how the increased appropriations are being used. This directive was apparently made with the thought that enlarged and improved staff would result in a greater use of probation and, possibly, a reduction in prison population.

COMMUNICATION: It -was recommended that Mr. Louis J. Sharp, Chief of Probation be advised that the FPOA is in favor of re-classifying all U.S. Probation Officers who have been in service 17 years or over into the top grade of GS-11at a salary of $7465.00 rather than in the next lower grade as has been suggested. This information was conveyed to Mr. Sharp verbally by several of the members present.

NEW BUSINESS: There has been considerable discussion about ad­mitting former Probation Officers to the FPOA. At the present time retired Probation Officers who would like to be members of FPOA are excluded by the wording of the Constitution. Also, members of the Administrative Office staff', all former USPO's cannot now be members of the organization. It was unanimously agreed that, at the time of the election, an amendment to the FPOA Constitution would be proposed to add the words “And Former U.S. Probation Officers" to Section 1 of Article III of the Constitution.

GIFTS: Several U.S. Probation Officers have made voluntary gifts to the FPOA. The matter of acceptance of gifts was discussed at length. The consensus of the Board was that gifts could be accepted from members of the organization, but could not be accepted from some one outside of the organization without the approval of the Executive Committee (President, Vice-Pres. and Secy-Treas.). It was felt that at some time in the future FPOA might be offered a gift from some disinterested but altruistic source and that the door should not be closed to this kind of a donation. FPOA Executive Committee will be careful not to accept any gift from a source which is seeking some advantage through the organization.

APPOINTMENTS: By the end of the meeting the Area Vice-Presidents had gotten together and agreed that Mr. Marshall McKinney, CPO, East St. Louis, Illinois should be the Chairman of the Nominating Committee.

President Doyle designated Mr. Calvin Meador as an FPOA delegate to the Conference of Correction which is to be held in Los Angeles, California in August, 19560
